David Gollancz

David Gollancz is a partner in the Corporate department, specialising in public/private commercial work.  David joined FFW in September 2005; before that he was the Head of the Procurement and Commercial team at the Treasury Solicitor’s Department.

He has spoken widely and written on both public procurement and TUPE issues.

David has advised a wide range of public sector authorities on public procurement law itself, and the broad range of legal issues associated with it, such as state aid, public sector powers and commercial issues. David also founded and led the Treasury Solicitors TUPE Task Force, which advised on the application of TUPE, the Cabinet Office Statement of Practice and the Code of Practice on Workforce Matters. David has acted as the Government’s lead lawyer in a wide range of PFI deals, PPPs and outsourcings as well as conventional contracts. 

Whilst working in the Treasury Solicitor’s Department David set up the Treasury Solicitors Commercial Panel of 18 law firms across seven specialisms.  He acted as legal adviser to the L-CAT project which created the Office of Government Commerce framework arrangement.
