Richard Webber
Richard is a partner in our Property Department. He has worked both for a major local authority and in private practice. Since working in private practice Richard has advised both public and private sector clients in relation to a wide range of matters including planning applications, appeals and inquiries (he has dealt with over a hundred inquiries), compulsory purchase orders, Section 106 and 278 Agreements, highway issues, and environmental compliance and liability matters. Public sector clients that Richard has advised include Transport for London, Housing Action Trusts, the British Museum, Great Ormond Street Hospital and London Underground Limited. Private sector clients include British Petroleum, Whitbread, Transco and Accenture. Through advice to both our public sector clients and our private sector clients (in their dealings with public sector bodies), Richard and his team have gained extensive experience of the special planning procedures set out in Part XIII of the Town and Country Planning Act relating to development projects on Crown land and the acquisition of Crown land for development purposes. Richard is also familiar with the Government's guidance on the position of the Crown in relation to planning law (as set out in the memorandum issued with the Department of Environment Circular 18/84) and has regularly been called upon to advise on the application of the Critchel Down rules. |
