Neil Palmer
Neil is a corporate and commercial lawyer. He trained with FFW and qualified as a solicitor in 1994. He became a partner in April 2002. Neil advises Government departments and other public sector bodies on a wide variety of transactions, in particular the restructuring and transformation of Government agencies and businesses, procurement arrangements, customer and supplier agrrements and PFI/PPP projects. Neil has extensive experience of large-scale public sector reorganizations. He advised the Home Office on the commercialisation of the Forensic Science Service, involving the transition of the FSS to a wholly owned Government company and the spinning out of the world-leading National DNA Database into a separate publicly owned entity. He led the FFW team which advised London Regional Transport on the transfer of its operations to Transport for London by a statutory transfer scheme. In addition he led the team which advised Transport for London on its subsequent acquisition of London Underground by a statutory scheme in 2003.
