David Gallagher

David is a partner in our Pensions Group.  David qualified as a barrister in 1992 and as a solicitor in 2001. He became a partner in April 2005. David worked in the Government Legal Service from 1993 to 1999, first at the (then) Department for Social Security and second at the Occupational Pensions Regulatory Authority.

Since 1996 he has built up a wide range of experience as a pensions specialist with direct client responsibilities involving contentious and non-contentious work, advice to trustees, employers and senior individuals, drafting, litigation, corporate transactions and the employment contract aspects of pensions provision.

David has particular expertise in public sector transactions involving the Principal Civil Service Pensions Scheme, GAD certificates and passports and negotiating bulk transfer provisions.  He has worked on transactions for many public sector clients including the Home Office, Department for Education and Skills and Luton Borough Council as well as advising several private sector contractors bidding for outsourcing work from public bodies.
