David Wilkinson


David is a corporate/commercial partner.  He qualified as a solicitor with the firm in 1992 and became a partner in 1999. 

David advises both public and private sector bodies on a wide range of commercial transactions, public law issues and day to day problems.  He has particular expertise in relation to the legal and commercial issues which arise on supply of services and outsourcing contracts in both the public and private sectors and across a range of industry sectors.

He has advised public sector clients since the early 1990s when he was part of the team which advised the then Department for the Environment on the restructuring and sale of the Property Services Agency.  Since then he has advised numerous public sector clients including HM Treasury, the Department for Education and Skills, the Cabinet Office, Ofsted and Transport for London.  He led one of the negotiation teams in relation to the £220m regionalised outsourcing by Ofsted.  He advised on the drafting of the transfer scheme provisions within the Greater London Authority Act 1999 and advised on transfer schemes made by clients including London Regional Transport and British Rail.
